Like many other experienced users, I can give one important piece of advice to newcomers who complain about supposedly bad traffic. Don't limit your ad campaigns to three or four weeks: choose longer periods to see how your ads are working for your audience and what targeting flaws should be corrected. Ask your manager to take a look at the creatives, you might get some good advice. It's possible to break even on your budget! It just takes time and analysis. I have a good manager, someone might need one.
