The US sits on SOFTSWISS's own restricted-markets list, alongside Germany, France, Australia, and the Netherlands. So no: it holds no US license and can't supply US-regulated operators.

Can SOFTSWISS supply UK-regulated operators?+

The UK is off the table. Supplying Great Britain's regulated market takes a UK Gambling Commission license, and SOFTSWISS doesn't hold one. Its tier-1 credential is the Maltese MGA, backed by several offshore licenses.
